As the country’s medium and long-term railway network planning "and" medium and long-term adjustment of railway network planning ", the implementation of the railways ushered in unprecedented opportunities for development. In this background, the railway in yunnan in the southwest frontier also obtained the considerable development; But owing to the complex geological conditions in western yunnan area is difficult in the process of construction of railway engineering. Due to the influence of the complex geological conditions, the subgrade engineering in construction process showing greater difficulty. This needs characteristics of the complicated geological conditions in western yunnan area formulated relevant technical management measures, scientifically choose the subgrade design parameters and construction technology, and strengthen property management organization of subgrade engineering technology management; But the current railway construction management mechanism can’t well meet the practical needs, there are more problems. How complex natural environment and geological conditions in western yunnan area for railway project construction, and to carry out the roadbed technology management, the choice conforms to the actual need of technical measures, as well as the changes of railway construction project management mode, realize the goal of fast, high quality, economic construction is the urgent need on the subject.This article through to the railway construction in the process of all kinds of roadbed problem analysis, find out some drawbacks in the railway construction system and its influence, and the railway engineering technology and management mode of management, roadbed technology management problems are analyzed and expounded. Using the relevant theories of management science, through comparative analysis of domestic and foreign project management mode, and several dahlia railway subgrade engineering problems of case analysis, put forward the suggestion to solve the drawbacks existing in the railway construction management measures. Mainly from the railway construction management mode, carried out in accordance with the laws of science and technology engineering and technical management, in view of the technical management of the complex geological conditions, establishing railway project life-cycle management mechanism, set up a crisis management mechanism and so on several aspects put forward the countermeasures. To reform and improve the system of railway engineering construction, improve railway construction management level under complex geological conditions have important practical significance and certain theoretical guiding significance.
