Electric power is one of the most important energy in today’s industrial production and daily life, and power dispatch monitoring system is the basis to ensure a reliable power supply and the safe use of electricity. By analyzing the current application situation of domestic and overseas power dispatching monitoring system in the thesis, combined with the real application demands in Rizhao areas, a set of power dispatching monitoring system which is satisfying the technology requirements will be designed.The power dispatching monitoring system designed in this thesis strictly follows the IEC61970standard and relative technology standards. And several advanced technologies will be adopted, such as the network technology, middleware technologies based on CORBA standard, and CIM technology, etc. In addition, dual-network and two-server design and open-distributed mode will be applied. In the aspect of hardware, the advanced hardwares which is based on the technology requirements of each server and each work station, while about the software, a mixed platform which includes Windows and Unix is designed, including the module design for the function module of software bus,the pre-function module, real-time function module, item function module, history database service module, reporting services module, database system, drawing tools module, and man-machine conversation module, etc. With the help of these function modules, the monitoring function of a perfect power grid have been achieved.This system will be tested in Rizhao areas. It is responsible to monitor58converting stations. And it has been realized the functions of telemetering, telecommand, telecontrol, incident remembrance, trend curve, historical data processing, sequence of events recording, graphic display, auto report and statistics, etc. Through the test, this system is completely in conformity with the practical applications in Rizhao areas. And the monitoring level of the power grid has been upgraded and the reliability of power supply has been increased.
