The Tropical cyclone is a severe weather system, when it come, the stormy weather bring serious threat to the safety of ships on sea. Therefore, how to choose a safe, reasonable route to avoid the storm is one of the most important tasks of the safety supervision departments of shipping companies and ship driving staffs. At present, the main method is still manual operations on the traditional "Typhoon position plotting map". Its disadvantage is time-consuming. Now, research within the country and foreign focus on tropical cyclone moving path and intensity change, it haven’t fit the actual needs of the vessel to show the relative position change of the ship and tropical cyclones.This thesis propose a Vessel and Tropical Cyclone dynamic plotting system can be based on the ECDIS to gradually replace the currently used "Typhoon position plotting map". First, analyze detailed functional requirements of the system. Based on the analysis, system’s Function flow chart and Structure chart is drawn; Second, apply the Multi-source information and Multi-level decision-making to solve the tropical cyclone forecasting difficulties caused due to the chaotic atmosphere system. Through detailed analysis of tropical cyclone forecast situation in the current world, take use of forecasting data in China, the U.S. and Japan because of their higher accuracy rate; Finally, apply API, V3and JS computer technology to make the tropical cyclone pre-movement path, the current position, the moving path of the future and future position automatically plotted on the ECDIS platform or other electronic map.The main advantage of this system is dynamic, intuitive, real-time and convenient. It’s convenient for the shore management and ship drivers to determine the route of bypassing tropical cyclone based on the information provided by the system. Develop the plan speedy and reasonable can ensure the safety of life and property on the ship. |
