With the development of urban logistics industry, the problem of intra-urban freight traffic is getting more serious day by day. Therefore, how to organize the intra-urban freight traffic reasonably became a key point, and an approach to determining the optimal freight traffic organization model has guiding significance to the organization of urban freight traffic.First, based on the urban traffic managers’point of view, the paper presents the basic theory of urban freight traffic organization. The theory is themed by intra-urban freight traffic organization, which illustrates the generation and components of urban freight traffic. Then, it analyses the characteristics of urban freight traffic, and expounds in detail the connotation of urban freight traffic organization mode. In this paper, at the conclusion of freight traffic organization modes at home and abroad, organization and optimization of freight vehicle, freight passage, freight node and freight working areas are mainly researched to optimize urban freight traffic organization mode.On the basis of theoretical study, principles and aims of urban freight traffic organization are determined, and then we provide the idea of optimizing freight traffic organization mode. First, this paper optimize the organizational model of urban freight transport from four respects, namely freight vehicles, freight corridors, freight node, and freight handling area. In respect to organization and optimization of freight vehicle, a calculation model for the number of freight vehicle and optimizations of freight types and constructions are presented. In respect to organization and optimization of freight corridor, optimizations and a bi-level programming model to determine the freight corridors are presented. While meeting the degree of saturation, the model can determine barred corridors for freight vehicles and obtain highest operating efficiency. In respect to cargo handling areas, loading and unloading zone setting conditions and different loading and unloading zone setting forms for the different road design are provided. As to freight nodes, we outline the method for determining the nodes. Second, in order to evaluate the results obtained, the paper selected fuzzy comprehensive evaluation method, and determine the corresponding index system.Finally, combined with the circumstance of Chengdu, we analyze and search the current situation of freight traffic organization in Chengdu, and find out the problems in it. According to the optimization methods and idea, we optimize freight vehicles, freight corridors and loading points, determine the freight traffic organization mode, evaluate the optimized mode by FCE, and we put forward some measures and advices.
