The Study On The Protection And Utilization Planning Of The National Key Park

The city park is the "green lung" of the city. However, with the rapid expansion and development of the city, the phenomena of that its nature of land were occupied, its resources were unreasonable used, its facilities were destroyed, and its capacity was overload, is common occurrences. In order to strengthen the protection and management of the park, and to implement the scientific concept of development, the management of Housing and Urban-Rural Development on March31,2006promulgated the "National Key Park Management (tentative)" that first proposed the national key park. The national key park is a typical, exemplary and representative park which has conservation value and important impact, and also is a symbol of the city. The approach also clearly pointed out that the park named National Key Park has to complete the protection and utilization planning within one year. However, the research about the national key park is rare not to mention its protection and utilization planning. So the protection and utilization planning of the national key park is not only a response to relevant regulations, but also for better protection of the national key park, a scarce public resources, so as to further promote the comprehensive and sustainable development of the urban economy, society, culture and environment.Based on the literature and information access and finishing, using literature review, field survey, case studies and other research methods, make the research of city park’s protection and utilization as a starting point, this article study the protection and utilization planning of the national key park. The main conclusions are as follows:(1) The article summarize and extract the key national park’s related content in proposed background, characteristics, the list, and also study the need and theory of the protection and utilization planning of the national key park.(2) This paper propose goals, positioning, requirements, core tasks and planning technology roadmap of the protection and utilization planning of the national key park. The main results is as follows:Firstly, the planning is protection and development special planning; the purpose of if is to protect this kind of park, which is a public scarce resource, and provide a basis for the protection and management of national key parks. Secondly, the planning needs to make the theory of sustainable development as the guiding ideology, and follows the general principles of "conservation priority, appropriate using, key points emphasized, coordinated development", so as to protect the park well. Thirdly, The core content of the planning includes two parts, one is the preparation of the planning, which includes park survey and data collection, park evaluation and analysis, another part is main content of the planning, which includes the protection and utilization planning of landscape resources (Micro-level), the protection and utilization planning of Characteristics of spatial pattern (Middle-level), the coordination control planning.(3) The article makes the protection and utilization planning of Hunan Martyr’s Park as practice object. On the basis of field surveys and data collection, it evaluates and analyzes the park, and gets landscapes resources evaluation form, the characteristics and status of special spatial pattern and the coordination status quo. Using the method of combining distribution protection and classification protection, it proposes the principles and measures of protecting a historical and cultural site, ancient architecture, ancient and precious trees, plant diversity, and waters. From special landscape pattern, main landscape structure, featured road frame, it put forward the method of the protection and utilization planning of Characteristics of spatial pattern. And also, it introduces the method of coordination control planning in architectural style, the coordination of function and landscape and surrounding environment. At the same time, it calculates the environmental capacity of the park is about20300people.
