Marine transportation is the main form of sulfur transportation, and port terminals as the main node of it, the importance becomes noticeable in process of sulfur transportation. In recent years, a mass of security incidents occurred in process of sulfur transport one after another, such as spontaneous combustion, explosion and fire. All of these bring more risk of accidents which are not only a threat to people’s lives and property safety, and even a series of effects in the future, to handling, transportation and storage in the sulfur terminals. Thus, on the basis of hazard identification and evaluation, hazard control theory, hazard risk evaluation system of sulfur terminals is constructed,and starting application study of sulfur terminal in Fangcheng.The main contents are as follows:1. Contrast studies on the method of hazard identification and evaluation about Sulfur terminal handling. Select the hazard identification and evaluation methods applicable to Sulfur terminal handling, by contrasting the advantages, disadvantages and applicability of hazard identification and evaluation methods.2. Research on Features of safe production in process of sulfur terminal handling。 By analyzing sulfur’s types and handling process in Fangcheng, Qingdao, Nantong, Zhanjiang, Beihai, Zhenjiang, Rizhao and other ports, the sulfur’s types and handling process of domestic sulfur terminal are summarized. The loading and unloading operation characteristics and production safety characteristics are also Proposed.3.Research on hazard risk comprehensive evaluation system of sulfur terminals.Under establish principles and process of index system, and on the basis of risk analysis of sulfur terminal handling, the indexes that belong to hazard risk comprehensive evaluation system of sulfur terminals are determined. The complete evaluation system is established by Delphi method, AHP and fuzzy comprehensive evaluation method to define the index judgment assemble and weight and evaluate for the index system.4.The application of hazard risk comprehensive evaluation system of on Fangcheng. By sulfur loading and unloading of dangerous risk evaluation of Fangcheng, the results of evaluation are expressed directly, the risk grades are determined, and risk control measures are formulated for direct impact factors of hazard in sulfur terminals. Theinnovative point is that, the hazard risk comprehensive evaluation system of sulfur terminals is established.
