Currently, the traffic capacity is increasingly unable to suit to the constantly stimulated growth in traffic demand as the number of vehicles increasing all over the world. The traffic problem like traffic congestion, accidents and environmental pollution has become more serious, and has now become one of the major social issues in the world. Depending on the construction of urban infrastructure only can not fundamentally solve the traffic problem, we also need to create real-time, accurate and efficient integrated transport and management system, that is Intelligent Transportation System.Traffic control system is an important part of Intelligent Transportation System, while advanced traffic control system can help to improve road capacity and reduce delays on the traffic intersections capacity. So it is important to evaluate the pros and cons of the traffic control system. The exiting method to evaluate the pros and cons of the traffic control system show some deficiencies as the following:first, as the method with traffic simulation software not linked to the live traffic condition, it is unable to adapt to the traffic flow characteristics of the random variation. In addition, it is more difficult for offline simulation evaluation because of the difference of the communication interface between traffic controllers; second, field trials which have risk factors, costs much, and are unrepeatable and with limited effectsThis paper first introduced the traffic control theory and traffic simulation technology and then designed and implemented the Hardware-in-Loop simulation system of traffic control based on VISSIM. The system using design idea based on DLL module of VISSIM, with hardware-in-the-loop technology, add to Controller Interface Device between the simulation software and traffic controller, to evaluate the pros and cons of the traffic control system. Finally, through the simulation and evaluation of multi-objective adaptive control system COP and traditional timing control system in single intersection, we can verify the correctness and effectiveness of the system.
