Since human entered the21st century, the economic is developing" rapidly and science and technology are progressing on and on, at the same time, that makes the consumption of oil and gas resources increase a lot, so the shortage of oil and gas resources will be a serious problem which human will face. So far, most of the oil and gas resources on land have been developed, so march to the sea is an inevitable trend in future. Jack-up offshore platform, which is one of the mining and exploration engineering equipment of offshore oil and gas resources, is playing the most important role in the oil and gas exploration and exploitation of the continental shelf waters due to its good positioning ability and stability. Not anly gravity itself and variable load but also natural environment such as wind, wave and current loads acting on jack-up platform in working condition. However, the wind load, which is one of the main loads acting on platform, has a major impact on the the platform offshore part structure and also plays an important role in the overturning of the platform, therefore, research on it is of important significance.DSJ-350ft jack-up platform was included in this paper and the FLUENT software in CFD was applied. Then numerical simulation of wind load acting on full-scale model of the main hull and superstructure, derrick and drill in survival condition was accomplished. After that, the results of numerical simulation were compared with the results of wind tunnel tests from FORCE Technology Institute in Denmark, as well as the results calculated on the basis of ABS specification, the accuracy of the calculation results of the numerical simulation was verified. After that, the results of survival conditions were caculated by ANSYS software, then stability against overturning, strength of legs, capacity of spudcan bearing, anti sliping, and required preload ballast were checked, and the resuts meet requirements. At last, parametric models were built by APDL in ANSYS software to caculate the elevated weight under different water depths, wind speeds, wave heights and flow rates conditions, that is environmental charts for storm, and a reference on the jack-up drilling platform was provided.
