As the eighteenth national congress of the communist party of China came to a close,almost every enterprise fuses the thought of the integration of industrialization andinformationization into its process of production and management. And this year thegovernment put the construction of information infrastructure and the wide application ofinformation technology as the important content of transforming the mode of economicdevelopment and promoting the sustained economic steady development. The wide-spreadapplication of information technology is leading the change of human production mode, theoptimizing of enterprise resource allocation, and giving support to the industry to reshape itsnew competitive advantage.As the country "twelfth five-year" development plan, general plans for local economicconstruction and the revitalization of northeast old industrial base policy put into practice, inrecent years, a large number of key industry project started in HG. In the process oftracking and serving big project construction, the staff of HG found that the information ofbig project updates frequently, including large amount of number and many accesses ofinformation gaining. Besides, the information of the projects is in endless variety, such asinvestment channels, investment quota. Now there are many problems in the process ofproject management.The integration of information is poor. The statistic of information isdifficult. The updating of information is slow and the lack of continuity in the actualsituation. In response to information fusion of national industrialization and solve theproblems that exist in the current electric power demand side management in HG, it isimperative to build the electric power demand side reserve capacity classificationmanagement system.When we design the electric power demand side of reserve capacity classificationmanagement system, we need establish in the present situation of HG power electric powerdemand side management and take consideration of its future development requirement. Weshould set the goal of solving the problems existing in the electric power demand sidemanagement of HG power as the first order. At the same time we should also set meeting thefuture development needs of HG as premise condition. During the design of the system, wecan add the advanced management concept and technology into the system. In short, weshould ensure that the system is feasible and advanced. To complete the design of the system,we must first carry on the analysis about the present situation of power demand side management of HG power, and find the problems existing in the current electric powerdemand side management, and then put forward the importance of the construction ofelectric power demand side reserve capacity classification management system. Thenaccording to the survey questions, we should list the building of system functionalrequirements for HG power. Then according to the system functional requirements of systemdesign and development, the designer start the work of system design. The design of systemconsists of a general framework design and function module design and implementation ofproject organization.With the development of the construction of the “three intensive and five large scale”system,"big planning","big marketing" system will gradually improve. The developmentand application of the project is an effective management method to adapt to the newoperating system. The development and application of the project is the effective reflectionof the "four services" principle, and it is also the breakthrough of innovating the way oftracking service. The project has strong practicability and popularization value. The projectdevelopment will completely change the way of information storage, transmission andtransformation information input, query, statistics. In addition, the project can make full useof network resources, and realize the scientific planning of power grid. The projectdevelopment will realize that HG gather users’ information from the urban planning and allkinds of electrical project, timely and accurately updating all kinds of electrical projectinformation. According to the timely, accurate, detailed information in the repository, thesystem generate optimizing power supply scheme. The system can shorten the time of users’electric application and let the enterprise obtain electricity early. The design of the systemcan meet customer demand at the first time, and get the biggest economic benefits.
