Electric energy consumption in public buildings has been one of the main factors which affect our national’s energy consumption, it’s imperative to save buildings’energy. Now, most of research focus on architecture and materials about buildings’energy-saving, energy quality monitoring technology, energy efficiency analysis and energy-saving management haven’t been paid enough attention. According to the survey, the electric energy consumption in public buildings can be reduced of20%-50%with scientific methods.To solve the above problems, the research on key technology of power quality monitoring and energy-saving management of public buildings was proposed.The main work and achievements of this dissertation are as follows:Some important national standards and laws are introduced, such as energy quality, energy measure, electric energy consumption monitor and energy-saving, and so on.Power data collection and harmonic analysis technology are discussed in detail. For example, basic theories about harmonic analysis, the source of spectral leakage and the solution to deduce the leakage. The experiments were done to compare the accuracy of harmonic analysis of two sampling ways, one of which is fixed-frequency sampling while the other is frequency-tracking sampling. The results proved that the latter are more accurate than the previous. It was also discussed about the source of the errors of harmonic analysis and some error-compensation methods.The forecast technology of buildings energy consumption was studied in this dissertation. Some kinds of way to build the model of buildings energy consumption were described, and the related factors which affect the energy consumption were analyzed. The the model of buildings energy consumption is built based on the similarity and Neural Network, and it was tested by some simulation data.The design on the system of power quality monitoring and energy-saving management was the main work of this dissertation. The planning of the software and hardware and the design procedures of each modules were described in detail. The hardware contains data acquisition module, signal pre-processing module, frequency-tracking module, ARM controller module, data-saving module and GPRS/GSM wireless communication module. The software contains data acquisition module, frequency-measurement module, processing and analysis module, and communication and man-machine interface module. Finally, it was analyzed energy consumption data of man-machine interface module. Finally, it was analyzed energy consumption data of buildings by integration and test of the system.This dissertation takes scientific methods of data acquisition and energy-measurement based on the study of power quality, analyzing the factors which affect the power consumption of buildings, using statistical method and neural network technology to model power consumption and forecast power loads. The work of this dissertation has a certain reference value for researching power quality of the public buildings, and will provide real-time data for buildings’energy-saving management and the early-warning of grid security.
