With the gradual construction and operation of high-speed railway, the research that concerns on rail operation safety becomes an important research topic. For the current situation and characteristic of dispatch command of China’s high-speed railway, reliability and related emergency disposal methods of dispatch command system of high-speed railway has been studied, which has a very important practical significance to strengthen transportation organization under non-normal circumstance and ensure the safety of high-speed rail operation safety. Major works including:Firstly, on the basis of summary of general situation of high-speed railway dispatch command system home and abroad, related analysis of rail dispatch command security system and system reliability and emergency management is done. Combined with the development status of China’s high-speed railway, the need to study on reliability and emergency disposal measures are proposed.Secondly, it discusses the dispatching characteristic of high-speed railway under non-normal conditions. It summarizes the features of high-speed railway dispatching and analyzes the definition and classification of rail transportation under non-normal situation, then the paper points out the existing problems of rail dispatch command.Thirdly, the paper studies the reliability of high-speed railway dispatch command system. It defines the concept of reliability of dispatch command system, summarizes the past rail dispatching accidents, and analyzes the cause of these accidents systematically. From the point of view of dispatching work flow, system operational reliability logic diagram is built to assess the reliability of high-speed railway scheduling system, and high-speed rail dispatching system reliability model is built based on the Accident Tree Analysis theory. At last, it proposes recommendations to improve the reliability of high-speed rail dispatch command security.Finally, the fourth chapter studies the high-speed railway dispatching emergency response. General objectives and principles of high-speed dispatch command emergency disposal are proposed, dispatch process is illustrated, and how to formulate emergency program of high-speed rail dispatch command system is studied. Then catenary fault is taken as example, and emergency disposal methods and experiences are given.
