This paper will find ascientific way in four aspects including regional, environmental, industrial, urban and ruraldevelopment to provide a theoretical reference to the districts’process, through study of thedynamic mechanism in the areas’development.Start with the present situation of lakefront development in China, this paper analysesthe condition of lake resources as well as the progress of lakefront exploitation in China,studies domestic and international cases to find the main weakness of lakefrontdevelopment by sum up experiences from social, environmental, economic and many otheraspects, and then deconstruct the dynamic mechanism of the district’ process in China toget known about the power subject, factor and mechanism of action on the areas’development.In the end, according to the development of Phoenix Tree Lake district, the paper builddynamic mechanism on Phoenix Tree Lake to explore efficient way about the lake district’shealth blossoming.
