With the development of power industry to span type develops, thermal powertechnology also has been made great progress. In recent years, ultra supercriticaltechnology is widely used due to its low coal consumption, low emissions and otherseries of advantages. Shanghai Turbine Plant and Siemens cooperative production ofultra supercritical1000MW,660MW units with high parameters, modular design,occupy more than40%market share because of its low construction cost and powerconsumption. But during the abnormal shutdown of its seldom early operation unit, aturbine rotor stuck accident, which means the axle cannot turning, had happenedoccasionally. However, such few accidents had affected the market reputation of STPproduct, bring some economic loss to the owners, and the suspect of some hiddentroubles for products of STP rise up to the surface meanwhile. So analysis the cause ofthe accident and prevent such similar accident again become more and more urgent.In this paper, through the investigation of operational units during the accident,collecting operational data, based on the design drawings and data to establish thedigital model and calculate the parts change of steam turbine during its steady&instantaneous state to prove the rationality of our shaft seal gap design for ultrasupercritical unit. Also, through this calculation, the paper point out the fundamentalreason of such accident is the incompatible supply of the seal steam according to thedesign requirements during its hot start-up. In the end, this paper calculate theoperational state by the data of fault unit to verify the reliability of theoreticalcalculation, and offer some suggestions to provent such similar accidents.
