With the continuous rapid development of Chinese socio-economic and integratedtransport development, the pressure of traffic demand is increasing rapidly. Taking intoaccount the diversity of modern transport modes,it requires the comprehensive transport todevelop rapidly, road traffic plays an important role in the integrated transport. Roadtraffic as an important base industry of Chinese national economy, as an important factorwhich constraint the social economy and development, every province still invests much tothe road transportation infrastructure. For the realization of the "intensive road transportand rapid transport system", the " zero distance transfer "and" seamless docking " of theoverall transportation system conditions; in order to fully play the combination efficiencyof the various modes of transport and overall strength, it must ensure the connectivity ofthe main highway between the province’s important economic nodes, improve theconvergence of the main highway to ensure that play the important role of the trunk roadnetwork in the province when we construct the province integrated transport system.Taking into account national policies, economic, technical, environmental impact, theimplementation planning of trunk road programs need to priority, therefore it should toimprove the implementation of the project sequence.First, the paper studies the development of the trunk road network in the environmentfor the development of the country road transport, and researches at home and abroad,analyzes the problems in the status quo, then it researches to address these issues. Second,it defines the function of the trunk road network from the theory of road network planning,and expounds the road network planning decision theory. At the same time, it selects thekey economic nodes (city, county, industry, functional area, major transportation hub,"three entrances"), and establishes the project repository. Then on the basis of analyzingthe current road network planning, the paper researches the provincial trunk road networkand improves the index system, it proposes the integrated decision-making index systemwhich has practical value. Then it divides the level of the trunk roads of the province intonational, provincial, special trunk roads, and the paper chooses the AHP (analytic hierarchyprocess) combined with the method of maximizing deviation to calculate the degree of important for the route of all levels and categories and completes the sort. Finally, thepaper takes the application of Hubei Province as an case to analysis and verify the indexsystem and method.The index system and method proposed in this paper, which improves on the basis ofthe index system and method used in the current planning project preparation. It has a highvalue for the preparation of sequence arrangements in the provinces, urban planningandproject implementation.
