A Study On The Bidding Management Of The Project Of City Infrastructure Construction In Hangzhou

This thesis begins with the present situation and the current of the research on thebidding activities inside and outside our country. Then it analyzes some relativeconceptions of bidding and some existing problems, focusing on core technologicalproblems in the procedure of bidding, such as qualification prejudication mode,completion of the workload listing and bidding evaluation methods. The bidding inthe case of the Project of Rainbow Expressway Binjiang Section (tunnel section)adopted a combined evaluation method of qualification prejudication and technicalrating. It can give some references to the bidding management of the project of urbaninfrastructure construction in Hangzhou as follows: firstly, the whole process ofbidding is supervised, eradicating black-box operation; secondly, eradicatesurround-bidding and accompanying bidding to create a fair competition; thirdly,guide the bidders to bid with reasonable prices, creating a good condition of thebidding market; fourthly, improve the quality of evaluation of bidding to make it fair.With the increasing of organic renewal project of municipal planning inHangzhou, municipal construction is developing from plain to solid mode. Some largemunicipal construction projects, such as urban expressway and underground, arestepping into the flood tide. From the point of view of the owner of bidding, theauthor probes into a useful research on the systematic project bidding managementsystem and method under a complicated condition, hoping to attach great importanceon the research of the bidding management of city infrastructure construction inHangzhou and in China. Thus it can make the bidding market of infrastructureconstruction get a healthy and orderly development.
