With the coming of the era of industry, there are new grim challenges at theanalysis of the network state observation in electric system. The traditional monitormethods based on SCADA and EMS system can not satisfy the desire. It only detectsthe asynchronous rang of the voltage and current in the small area. Based on thesynchronous phrase measure unit (PMU), the wide-area measure system (WAMS) leadsus to a new starting point, which not only can synchronous monitor, but also can pick upthe voltage, the current and the phrase of the nodes to do synchronous analysis. So wecan accomplish the whole systemic observation only configuring the PMU with everynode. But considering the costs, the communication and the configuration rules of thePMU, the idea has not the significance at the aspects of the reality and the science.In this paper, a new PMU configuration optimization method will be put forward.The method aims at the research of PMU configuration optimization in the power gridand the thought that how to configure the PMU by stages. According to the traditionaltheoretic research, the new method seams more meaningful. In this paper, the PMUconfiguration will be separated into the state of widely observation and the state ofhalfway observation. Firstly, using the MST algorithm to establish the nodes and theareas which can not be observed, we can accomplish the established area PMUconfiguration. And then, we use MST algorithm to configure the other areas by stages.In this paper, the staged configuration process still adhere to the PMU configuration ofthe minimum number and good locations as the principle, making PMU optimizingconfiguration in number and position to realize double optimization process.
