With the large scale development of wind power, wind power the problems will soon followed. Among, caused by the wind of the voltage flicker is one of the major negative effect that brought by wind power grid. And accurating to test wind power flicker technology has not been very good solved.This paper does a lot of work in analyzing the flicker meter test methods.Frist, introduces the flicker mechanism caused by wind power voltage, Puts forward the wind is the main cause of the voltage flicker caused, Then introduces voltage flicker connotation and voltage flicker assessment method.Secondly, the article summarized the voltage flicker and the advantages and disadvantages of the tester, To the analog filters design method, digital filters design method is analyzed and compared with, and design analog filkermeter and digital flickermeter to test and simulation, Find digital flickermeter has more advantages of test, but there are also much error in low frequency band. Therefore, this paper propose optimization design digital flickermeter, analysis and find reasons of the big error caused in low frequency band, Then respectively to the selection of the initial phase, selection of wave short inspect sense degree of different statistical interpolation points, selection of different sampling frequency, weighted filter coefficient correction and so on,to deal with.To find the best short-term flicker inspect sense degrees curve, make digital flickermeter test system at low frequency the precision of test wind power requirements, effectively reduce the low frequency measurement errors, and does not affect the high frequencies error condition. Finally, a wind farm was taken as an example to show the design of this paper flickermeter accord with IEC requirements and the effect is good.
