Middle-voltage power distribution serves as a connecting link between the high-voltage and low-voltage network. The choice of the middle-voltage level has a direct bearing on the power system stability, The quality and economics of electric energy. Now the lOkV distribution network is applied as an important link between the high-voltage and low-voltage power system in China. However with the gradual increase of power consumption in many big cities of China, it becomes more and more difficult for the10kV network to satisfy the ever changing requirements of urban power supply. Therefore the20kV middle-voltage level is presented to cope with this situation. The possibility and feasibility study for the promotion of middle distribution voltage level has been carried on by the means of20kV voltage application seminar which is hold by the State Grid. The research results show that improving middle-voltage level can decrease the power losses and meet the requirements of building a resource thrift and environment friendly society. It also can promote the adaptability and capacity of power system, decrease the energy losses and supply cost, and reduce the land occupation of power facilities. Firstly, the application of the20kV-voltage class in the distribution network planning and construction is introduced, which include the implementation in France, Korea, Japan, Russia and Suzhou, Benxi in China. Secondly, the10kV and20kV distribution network planning schemes are presented respectively based on the power network status and load forecasting results for the blocks need to be planned on in Leqing district. At last the comparison between the two planning proposals from the technology and economy is put forward, which shows that the20kV planning proposal has superiorities on power supply radius, power quality, energy losses, the land utilizing scale and construction cost.
