Research On Cost Control Under Construction Of Low-income Housing

Housing problem is important, because it closely related with us, and it both related with economic problem and the stability of the society. In recent years, housing price which become more and more higher is rising excessively, so it increase the difficulty of the problem that how to solve it. Government pay high attention to the problem and increase the strength of the construction of low-income housing. Just as its name, low-income housing invested by government aims to solve housing for low-income people. To make low-income people have their own house, only increasing the government’s construction force is not enough. According to former construction projects’experience, it is very common that the project’s cost is out of control caused by improper management. The effective way which can reduce the burden of government and also and can solve the of the housing problem is to control cost in the building process.This paper take low-income housing as the research object, finding out the reasons that the projects’cost is out of control and make deep research on the existing cost control theory. At last, a method that activity-based costing calculation used before the construction is proposed. The major research works are as the following aspects:1. By analyzing the current policy of the low-income housing in and comparing our country’s method of cost control with foreign, the problems existing in the process of implementing policy of low-income housing and cost control are found. So it has provided the theoretical foundation and practical basis to the research of the method of low-income housing project’s cost control.2. Make comprehensive research of the developing history of low-income housing policy and analysis the problems about cost control existing in the process of implementing policy of low-income housing by the characters of the low-income housing, put forward improvement measures.3. At first, analysis the concept of engineering project’s cost control under construction, then analysis the characteristics of the theories of the engineering project’s cost control under construction constituted by the main contents, objects and measures, finally make the research of the process of the engineering project cost under construction and the relationship between them.4. On the side of the enterprise propose that using before low-income housing project started. By using it in the practical instance, activity-based costing method is proved feasible and effective.In this paper, the main work is using the method that before low-income housing project started to control cost, that is to say, using activity-based cost method before low-income housing project started. The process of this method is as follows, firstly, using activity-based method make the target cost; secondly, using activity-based method make the business account; at last, compare and analysis the two results and the whole process become a dynamic and circular process.
