Oil is an important strategic resource. With the sustained and rapid development of China’s economy. China’s crude oil demand is also increasing year by year. However,90%of imported oil needs to transport by sea ships. Hence, it is particularly important to construct large unloading port terminal facilities. Breasting dolphin platform, being as the main body of wharf structure, lies in the deep sea water for a long time, is seriously affected by the external environment impact load. So the health monitoring and safety assessment for breasting dolphin platform has important practical value.This paper takes the health monitoring of large diameter cylinder breasting dolphin in Dalian new300,000tons crude oil terminal as the project background. The project adopts the optical fiber grating sensor technology and the United States NI company’s virtual software LabVIEW to build up a health monitoring system. Monitoring system can realize the real-time monitoring of structure in a long time, get structure response parameters of the external load and realize automatic monitoring control and safety warning. After the system operated successfully, sensors of tension zone in large diameter cylinder breasting dolphin is damaged due to some factors. It led that the system can only get pressure zone monitoring data. This paper established finite element model of breasting dolphin by using ANSYS, and took transient dynamic response analysis to the finite element model by wave loads and ship collision. By comparing the simulated results and the response data collected before sensors’ damage, some useful rules could be find out to prove that the collection data of the remaining available sensors can still make health monitoring and safety evaluation for the structure in a whole. The contents of the research include:(1) Detailed introduction were made about Dalian port crude oil wharf engineering monitoring background and monitoring program, and the composition of the monitoring system and its various functions.(2) By using he established the monitoring system, the structure can be monitoring for all day. Analyzed the collected dynamic response results of the structure by wave load and ship collision load, the peak load response and the structure strain rules can be get.(3) The mechanical characteristics and stress strain of the finite element structure under wave load and ship collision load were simulated. Then, the simulation results and monitoring data analysis results were compared. The contrast results showed that the change trend of the two basically kept consistent, and the numerical differences were in certain limits.
