With the rapid development of our economy and the rapid growth of power load, the current lOkV voltage level, there are many limitations, can not meet the demand of power supply in high load. According to the development status of China’s regional load, the20kV voltage level become the urgent needs of certain high-load density areas, and in some areas of our country has been put into practical operation. However, in the planning and design of20kV distribution network, there are many need to focus on technical issues, this paper mainly studies some technical problems.In this paper, on the basis of full investigation of the20kV voltage level at home and abroad applications, analysis of transformers’allowable capacity and Power supply capability of lines where20kV is used is made; Then the composition of the economy of distribution schemes is analyzed and the transformer capacity and the cross section of the circuit were optimized, based on which an economic calculation model is established, and the aim is to minimize the cost used in construction and operation of Power grid Per year; At the same time, the Analytic hierarchical analysis method and gray system theory are introduced, a system of20kV distribution program’s evaluation indicators is established using Analytic Hierarchy Process, after combining the two methods we can get Gray Analytic Hierarchy Process to comprehensive evaluation of each power supply scheme; Finally, the economic-calculation model of the distribution program is applied in a certain area, and the planning and design of the specific distribution scheme is done, and using grey hierarchical analysis comprehensively to assess and sort the distribution program to get the20kV distribution program of comprehensive indicators of optimal. This paper used the gray AHP can avoid alone using AHP subjective shortcomings, combined with the two kinds of evaluation methods to make the evaluation process is more reliable, and through the analysis of an example shows the feasibility and effectiveness of the method.
