With the acceleration of urbanization, more and more people go into the city, followed by many attendant traffic problems, for instance, the increase of motor vehicles, road continuous expansion and increasing traffic congestion, and so on. Traffic congestion, on the one hand, reflects the relatively tight resources, and on the other hand, reflects that the vehicle behavior is not smooth. Such above-mentioned problems are the focus of the study of modern traffic flow theory.In the modern theory of traffic flow, car-following model is an important part, which has the advantage of the analysis of microscopic traffic flow characteristics, and can help us better understand the microscopic characteristics of traffic flow. Based on the understanding and the research of scholars about the car-following model, this paper presents the concept of relative time gap based on the relative velocity, and puts forward the car-following model based on the relative time gap. In order to better study the relative time gap in the following behavior, considering the driving states of former vehicle, this paper divides the following behavior into three categories (the acceleration, deceleration and stable driving of the former vehicle), according to the different states to establish the discrete model. Then we consider the driver’s reaction time of the following car, which can further compare and correct the model.The simulation uses the Matlab software, through its powerful mathematical functions and drawing benefits, to process the data with reasonable optimization. Through the simulation analysis of the actual traffic flow data, it has been found that the time gap has a lot of fluctuations, and the fluctuations with respect to different driving processes are different. And through the analysis of simulation and comparison, the conclusion has been attained that the following driver’s reaction time has a great effect on the model, which is mainly manifested as the reduction of time interval as well as the enhancement of the fluctuation and continuity. Finally the future research direction is pointed out.
