Along with the rapid development of the economic and the vigorously promotion of the urban-rural integration, small and medium cities transportation in China is in the stage of leap-forward development. Especially with the rapid growth of vehicle quantities and constant expansion of urban space, various problems in traffic jams and management become increasingly apparent. As the main method of easing the traffic pressure, developing public transport and then planning proper public transit network have been widely recognized. So, it has important social significance to start the research of transit network in small and medium cities, to construct a reasonable and structured layout meeting residents’travel and socio-economic development needs.This paper studies urban public transportation network planning, basing on the theory of engineering and transportation planting theory. Firstly introduces the development of transportation network planning theory and the present research at home and aboard. Then analyzes the relevant principles of public transport needs and traffic characteristics and transit network planning in small and medium cities; Discusses public transportation network planning model, the idea of planning, evaluation and re-optimization idea. Finally research and identified suitable transportation network planning model and method for small and medium cities.Based on the routing characteristic of small and medium cities, this paper brings out the planning model reaching direct passengers to the largest and the improved optimization method of "laid one by one, optimized into networks", as well as the calculation formula which depends on the minimum of the line setting and the coefficient of the road. It uses TransCAD to find the optimization path between the starting and ending point which break through the limitation of the Dijkstra. In addition, based on the original evaluation methods, the article creatively brings out the "endpoint extending method". Finally, it uses the transit network planning work in Wulian country of Shandong Province as an example, introduces this transportation network planning process and gets a satisfactory optimization results.
