Nowadays, large-scale development of clean renewable energy is the maintrends of energy development in the world. Among many new energy development,wind power generation is the fastest growing one. It brings huge economic benefitsand environmental benefits to society after large-scale wind power accessing system,meanwhile, a more safe and reliable operation of the power system is required.For handling the influence from wind power output random fluctuation to thegrid power balance, a spinning reserve capacity should be maintained in the powersystem. The traditional method of obtaining total spinning reserve is always solvedby deterministic method. However, the actual abundant levels of spinning reservecapacity were not considered. Moreover, the reliability and economy of systemoperation cannot be taken into account. Meanwhile, with rapid development of theelectric market reform, the spinning reserve service is no longer suitable for powerproducers provided free. Therefore, how to make reasonable arrangements to thesystem spinning reserve capacity, and make full use of wind energy resources undera safe and reliable operation mode, even further improve the economic efficiency ofthe system, will have important research value and practical significance.With the describe about current development and the research background ofthe wind power domestic and abroad in the paper, the electric power system servicesare described in detail, especially alternate model after wind power connected thesystem. For the impact from the fluctuations and intermittent of wind power output,the method of spinning reserve in the wind power integrated power system isresearched, By introducing the conditional value-at-risk (CVaR), the conditional riskmethod of power system scheduling model is presented. Taking minimizedgeneration cost and spinning reserve cost as objective, adding CVaR of up/downspinning reserve as inequality constraints which based on conventional dispatchingoptimization constraints, the impact from the uncertain factors of wind power isquantified in the model. As the CVaR of spinning reserve resolve difficulties, TheMonte Carlo simulation and analytical method are combined to disperse function andmake calculation convenient and simple.The 30-node system and the 118-node system of IEEE are introducedsimulation. By the method of CVaR spinning reserve model, correspondingeconomic costs and reserve capacity can be obtained under the situation of different confidence level and wind power output. It reflects the relationship between thereserve levels of the system and its economy adequately, also contributes to a greaterextent usage of wind energy resources and reduces the fuel costs of the systemrunning. Furthermore, the effectiveness and accuracy of the presented method can beverified and even the impact of the randomness from strong new energy such as windpower can be addressed in the process of grid power system operation and relatedscheduling problems.
