Research On Reasonable Project Cost Estimation Methods In Identification Of Opportunity Of Claims

Due to the characteristics of complex，long—term，dynamic circumstance ofinternational project，there are many interferential factors and unpredictable riskswhen carrying out a project，which leads to lots of claims to companies．However,the shortcomings of china’s market are short history, little experience and not enoughinformation. Moreover, opportunity claims is still a relatively weak part in themanagement of engineering construction. Therefore, it is essential to do research onthe aspect of identifying opportunity of claims.In the contractor’s point of view, author focuses on the aspect of identifyingopportunity of claims and analyzes it deeply. The text introduces plenty of theoriesrelated to claims and identification of claims opportunity, utilizing analysis ofcontract，event，process and cost to research the identification of claims opportunityand putting forward the view that it is indispensable to use scientific estimation ofproject cost during the process of identifying claims opportunity. Accurate estimationof the cost of the project helps contractors to enhance the ability to identifyopportunity of claims efficiently. For the shortcomings existing in estimationmethods of traditional project cost, the text analyzes gene expression programmingand introduces the superiority of the theoretical approach, which constructs areasonable estimation model of project cost based on gene expression programming.Lastly, it is reliable that utilizing collected highway project data to verify thecharacteristic factors as independent variables in reasonable estimation of projectcost model based on GEP. And using the comparison chart, four statistical indicators(RMSE、RMSE(%)、E(%)、E1(%)) and two verification methods evaluate reasonableestimation of project cost model based on gene expression programming. The resultsindicate that strong nonlinear global search function and high search efficiency ofGEP have been validated once again. Thus, it has improved the precision of theestimation model，which provides contractors a simple, quick and effective means when identifying opportunity of claims.
