As an indispensable means during the development of modern city, the control of urban exploitation makes sure that the city developing in accord with long term goals. At present, development control concern not only confined to the architectural form, at the same time for land use, the effect of the environment and the supply ofpublic goods for the request. To meet the various development of the control device, the indexes also evolve continuously, and strive to a more comprehensive and accurate positioning control elements. The index dimension is surely the direct reaction to the control elements. The various units in the dimensions embody the measure angel on the control device and the operational approach, and at the same time directly reflect the thought of the city exploitation control. So the research of the index dimension will not only guide the control means, but echo the core value of the city exploitation.Base on a full discussion of the city exploitation, this paper will discuss the original intention of the setting up of the city exploitation control index. Will then to the city space development control, city ecobgical effects control and city public rationing control, in order to get the operation index dimension distinctly.First of all, in terms of the core value of the city exploitation control, the author discuss the role of the city exploitation control in the socialist market economy and the city planning. Via summarizing different scholars’points of view and economics theory, it is certain that the original intention of the city exploitation echoes with the core value of the city planning, achieving the organic coordination between the fairness and the efficiency.Secondly, in terms of the control of the city space, the paper points out the phenomenon of the steal area in the main land. All though various cities makes corresponding regulations, but the results not only complicate the operation means, but restraining the space of the architecture. Therefore this paper will propose the new index dimension-volume rate-to assist the FAR index, and demonstrating the feasibility of the new index dimension. Thirdly, in terms of the city ecological effect control, this paper will analyze the index of the city ecological control, pointing out that the current rate of such indicators can only control the equatorial projection. But the ecological effect is based on the three dimensions space, so some green space don’t have green vegetation. So this article proposes the new dimension with green quantity index of urban ecological effect measure, meanwhile, the innovative concept of "’Ecological deposit" would be proposed, in order to control the urban ecological construction dynamically.Finally, in terms of the public configuration, this paper summarizes the fallback and the imbalance of the public service supply, and puts forward ideas that the various family should be treated differently. Family equivalent concept would be established firstly and weighting process to the various families with different demands. So the number of the family must be standardized. Meanwhile,"thousand family index" should be multiply by the number of the standardized family, instead of "thousand people index", so that the various demands should be treated differently.The core value of the city exploitation control is the main point of this paper. This paper will establish the new index dimension, meanwhile, will investigate the background of the social transformation, the evolution of the old index and the cases at home and abroad, so that feasibility of the new index dimensions should be demonstrated rigorously and comprehensively.
