China’s rapid economic development and the relatively richness in products, constantly improved people’s living standards. However, the energy and resource issues are increasingly prominent.All regions have the problem of inadequate supply of energy and resources.In which drinking water shortage is most serious and urgent problem.Dalian is front of serious resource short of water, and water shortage has been an important factor restricting economic and social development in Dalian City. With the adjustment of industrial structure in Dalian City, and the acceleration of urbanization process, especially the implementation of the "Five Points and One Line" coastal economic development strategy of opening up, the Dalian City’s existing water supply layout does not meet the development needs.At the same time,the capacity of the water resource in locally territory has reached the limitation,and of the territory of the water resources carrying capacity has reached its limit, and only inter-basin water transferproblem cansolve the water shortage problems of economic and social development in Dalian City.Inter-basin water transfer has many advantages but there are also a lot of problems that we must be fully taken into account. Interbasin water transfer is accomplished with long water transfer distance andhigh investment cost.The complexity of the engineering geological conditions can also break down the program. Water supply works as the lifeline of a city project, the project must be able to guarantee its security and stability to provide servicesfor the city. To ensure the safety of the inter-basin water transfer project, the working statusunder extreme load conditions of the water pipelinesmust be considered.In this paper, the static and dynamic analysis of the underground large diameter PCCP pipe has been done,according to the engineering project of transfer water to dalian from the dahuofang reservoir.The strainedcondition of the PCCP pipe during the construction period and during the normal work force status is calculate to provide advice to the construction and the management of the project. As to earthquake situation,the pipe work status under extreme load conditions is aslo been calculated,to provide the basis for the underground piping seismic design.In this paper, works combined with engineer practice has actually been done in the follow aspect:(1) Summarized the common types of water pipelines, compared to theprestressed concrete cylinder pipe (PCCP) with the characteristics of other types of pipe.Detail description of the process of production and the work process ware given,the advantage of prestreessed concrete cylinder pipein water transport(PCCP) with long distance and large flow.(2) Two-dimensional and three-dimensional model are established, the interaction between the prestressed concrete cylinder pipe (PCCP) and foundation are consider in this model with the simplification of the pipe structure. The static and dynamic analysis has been done based on the simplified model,and the Stress distribution is given as well as the the stress changes law with the variation of depth and internal water pressure.(3) A special analysis(include both static and dynamic analysis) has been done to obtain the stress distribution of the link-part of the prestressed concrete cylinder pipe.
