Taking into account the impact of passenger demand on the Passenger Service program, the existing Railway Passenger Service program still cannot meet the diverse needs of the passenger traffic travel, which largely limits the market competitiveness of railway transport.Therefore, the optimization design of railway passenger services program is of great significance. The evaluation method for railway transport enterprises to improving their quality of passenger service plays an important role.This study is based on the various passenger travel demand in station service. QFD Quality Function Deployment method is adopted to optimize the design of the service program, then refine the various stages of service design, integrating various service elements of the passenger terminal for the design of the house of quality rail, improving the market competitiveness of the station service as a precondition, integrated with the influence of those service elements to build a service quality assessment system, then evaluate station service system with SERVERUAL QOS(Quality of Service).By the analysis of passenger service needs, firstly put a variety of service elements of selective classification analysis, put the optimization of the service elements into improving the implementation of specific service facilities and service programs, to improve to find the optimal solution by a number of service elements. Paper cases analysis verify the feasibility and effectiveness of the present theory.Service design, focusing on demand for services and service elements of the House of Quality, analyzing the direction of improvement and optimizing the service program, build the High Speed Rail Passenger Service System.Finally, the evaluation of passenger service, five basic needs of the passenger services and related services in indicators, using improved SERVQUAL method of railway passenger service for quality evaluation, respectively, come to the perceived expectations and acceptable QOS values, put the passenger service elements for a regional breakdown identify the passenger service repair area by the use of quarter of the graph model, passenger service programs need to focus on areas of improvement, the whole process lie on validation by examples.-This paper presents the theoretical methods to develop Passenger Service System and build a program of service quality assessment system. Currently the system is adopted to achieve the improvement goals to meet passenger maximum demand, the completion of the quality assessment system can induce railway enterprise services to conduct an overall evaluation of service programs, with a view to maximum effectiveness to optimize and improve.
