Since the reform and opening up, with the rapid industrialization and urbanization,there has been extensive growth of urban land use, environmental and natural resourcedestruction and abuse, urban environmental degradation, disaster-prone cities and manyother issues. Encountering such problems, our countries and the Ministry ofConstruction reflected on the shortcomings of traditional planning approaches andunveiled a new "urban planning approach" and "Town and Country Planning Act". Withthis said, a series of major changes in the original method of planning, among of whichinclude space control, have taken place. Space control, as a new planning method andregulated means, has changed the traditional planning notion of basing a decision on theconstruction property. But so far, there is not any complete theoretical system has beenformed in the discussion and research of space regulation in master plan, either in thenational management level or in the theoretical research and technical practice level. Italso lacks concrete methods of opration in practice. Therefore it is true that the researchof space regulation in master plan is still weak.This paper,basing on the summarization of theories and practices from home andabroad, will Solving the problem between the city’s ecological protection and economicdevelopment of the contradiction and will Propose "double perspective" as the startingpoint for the space control, that is, economic perspectives and ecological perspective. Itemphasizes the ecological and economic aspects of the mutual coupling, to achieveecological, economic integrated to maximize the potential.Based on the deep duty of space control content, the system research of the related theoretieal and experience material all over the world, a double perspective ofregional spatial control system has been built. Afterthat,the case study of the shizuishancity has been discussed in details. Firstly, Shizuishan non-constructive elements wasanalyzed under the ecological perspective, ensure that the mandatory protection ofecological environment, safeguarding ecological security of sustainable urbandevelopment pattern.
