Earthquakes are one of the greatest nature disasters for human beings." Earthquake prediction preparedness by citizens" is a concept with Chinese characteristics Earthquake Disaster Mitigation, so far, its extension and content are both controversial. How to organize the main group on monitoring and prevention and what the responsbility should this work take mostly? furthermore, what role does the government should be paly in this activity and how to lead and back up the main groups? all these evoked to be further discussed in theortically and practically.The established practice model in Xi’an Weiyang as a pilot in the field through field trips, both home and abroad, Based on the current status in Xi’an,on monitoring and research, contact some mathematical theory of scientific analysis and thinking, to solve the current problem on monitoring.the Earthquake prediction preparedness by citizens in Xi’an should keep pace with the times, Innovative ideas, scientifically developed and have local distinctive and really scientific and effective shock mitigation purposes.Based on the Xi’an Weiyang group on monitoring and mechanisms to establish a pilot work, research and development of "Xi’an group on monitoring and information management system" for the disaster-speed network construction report provides a fast and efficient network environment and technology platform. In this paper, a mathematical model, launched in Xi’an working group on monitoring and analysis of earnings, the conclusion that long-term mechanism for monitoring and prevention group with the necessary financial support to the premise of the Xi’an city government in the future this work rationalization proposals put forward.
