Environment and Development is the eternal topic of social development. Theimplementation of sustainable development must be rely on a specific area, the regionalsustainable development as the link of theoretical research and empirical research, is always adifficulty and hot research areas of sustainable development. At present, the research onregional sustainable development at home and abroad is still at the exploratory stage, how toquantitative evaluation of sustainable development of scientific analysis also does not have awidely accepted method or model.Firstly, this thesis summarized on the regional theory of sustainable development andecological elements, through the collection of basic data of Tianjin, the current situation ofsustainable development is briefly analysis. Then, the model of DPSIR and eco-efficiencyDEA were constructed based on the ecological elements, combined with the data in the2001-2010decade in Tianjin, respectively using principal component analysis and DEAestimates the model DPSIR and eco-efficiency DEA. Finally, the capacity for sustainabledevelopment in Tianjin, according to the calculation results were analyzed and evaluated.This paper studies include:1. This thesis summarized on the regional theory of sustainable development andecological elements, puts forward the concept of ecological elements and define the scope ofthe study of the regional sustainable development to determine the object of study andresearch priorities. And overview and summary of the evaluation index system of regionalsustainable development at home and abroad. In this basis, according to Tianjin during the15years from1996to2010social, economic, resource and other aspects of the actual data, itstudy and analyze the status of sustainable development in Tianjin, respectively, from thedemographic, social, economic, and ecological elements of four subsystems, find out thefavorable and unfavorable factors for its sustainable development.2. This thesis introduce ecological elements into the model of DPSIR, from theperspective of low carbon constructed the low carbon economy sustainable developmentevaluation index system of Tianjin which contains five system layer, and31basic indicators.Then using the principal component analysis method to determine the weight of eachindicator index system, the sustainable low-carbon economy development level of the indexvalue UESDI of Tianjin in2001-2010was calculated by using the linear weighted method.And combined with the relative evaluation criteria come to the low carbon economicdevelopment level of Tianjin. The results show that over the past decade in Tianjin, basicallyat the high-carbon economic development, and its sustainable development capacity is weak.3. This thesis introduce ecological elements into the model of DEA, combined with thecharacteristics of ecological efficiency, the sustainable development evaluation index systemwas built in environment and resources, two levels which contains the total energy consumption, total water area of land for construction, the total number of employmentofficers, wastewater emissions, solid waste, and other basic indicators of the ecologicalelements. According to the panel data of the2006-2010national of20provinces,municipalities, by using the C2R, BC2and SE-DEA model to measure the twenty provinces,cities including Tianjin of eco-efficiency value.
