With the rapid development in coastal zone, the quality of marine ecologicalenvironment is deteriorating, which demonstrates the ignorance of natural law in thecurrent model of economic development and the lack of awareness of marineenvironmental protection in people’s life and production. Facing the severe situationof marine ecological environment, state oceanic administration enhanced thedisposition of “building marine ecological civilization” in2012, including marineeconomic development, marine resource utilization and marine ecological protectionas well as the construction of marine culture, security management system.Expanding marine ecological civilization building to cultural building marks aprominent measure to promote sustainable development of coastal zone. Given theimpetus of cultural development to economic and social development,“buildingMarine Eco-culture” is a complicated project involving comprehensive application ofinterdisciplinary. As for the marine culture, great importance has been attached to thisnew subject and practice that unified theoretical system has not formed by theoristsand leaders of coastal province and municipality in recent years.Marine Eco-culture is an important issue of building marine ecologicalcivilization. Although domestic scholars do some research on building marineecological civilization in terms of the combination of theory and practice, it is still notenough for the needs of developing marine ecological civilization. On theory part, itlacks systematicness in general.Therefore, researching the connotation of Marine Eco-culture, probing into thecourse of development and establishing corresponding evaluation analysis scheme areof great significance to summarize the achievements of marine civilization andprovide intellectual support for the construction of modern marine civilization, thusfurther directing the development of marine ecological civilization.This thesis covers the following contents:（1）The author analyzes the role of marine ecological civilization played in thecoordinated development of marine economy and environment，and discusses theconcept and connotation of Marine Eco-culture and briefly analyzes the features ofMarine Eco-culture on the basis of a large amount of references, practical experienceand achievements of marine culture. （2）The author tries to formulate analytic method of Marine Eco-culture so asto provide theory and method for the practice of marine ecological civilization.（3）Selecting the city of Xiamen, the advanced area of building marineecological civilization, as a case study. The author applies the analytic method ofMarine Eco-culture to analyze the current situation of marine ecological civilizationin Xiamen and sums up its successful experience, then, points out the problems in theconstruction of Marine Eco-culture as well as the solutions to these problems in a bidto put forward the development of Marine Eco-culture of Xiamen and offer areference to other cities.The research results of this thesis include four points:（1）Definition of the concept of Marine Eco-culture.It means all the culturalachievements formed in the pursuit of protecting ecological environment andecological balance in coastal areas. The nature of Marine Eco-culture emphasizesharmonious development between human and ocean, featuring regionalism, epoch,and dependency on industrial civilization, globalization as well as historicalinheritance.（2）Preliminary establishment of a set of analytic method of Marine Eco-culture. Itdeals with comprehensive analysis of environmental protection of marine ecology,economic and social development at such four levels as material, system, spirit andbehavior. From the point view of this analytic method, the characteristics of thedevelopment of current marine ecological civilization, the existing problems shouldbe viewed and understood in the course of development of human civilization in anall round way. According to the analytic method of Marine Eco-culture, solutions toexisting problems are proposed.（3）The building of Marine Eco-culture is aimed to control marine pollution,improve marine quality, maintain sustainable development of coastal economy. Tosatisfy the demands of cultural spirit, enable faith acceptable and cultivate awarenessof modern marine ecology are also targeted for coastal people who will have a senseof belonging, pride and direction of sustainable development.（4）The author discovers the problems in the construction of Marine Eco-cultureof Xiamen through analytic method of Marine Eco-culture and presents threecategories of measures. The first category is for the improvements of “four elements”. At systematic level, ecological education mechanism, the practical mechanism ofindividuals, families and corporations, consumption mechanism, scientific researchmechanism and administrative safeguard mechanism ought to improve. At materiallevel, strengthening the construction of marine ecological landscapes, optimizingindustrial structure of marine economy and developing coordinated developmentmodel of marine economy could be achieved by blazing new trails for pollutionabatement, defining major pollution, and improving various kinds of infrastructures.At spiritual level, to fasten the development of cultural industry and build festival formarine ecology Xiamen could employ such ways as producing programs of literatureand art of marine ecology, innovating souvenir of marine ecology, programmingdocumentary of marine ecology of Xiamen and establishing associations of marineecological literature. At behavior level, Xiamen needs to reinforce the urbanintegration of Xiamen, Zhangzhou and Quanzhou, which are located in Fujianprovince and highlights coordinated development model of national ocean park.Combined with improved mechanism, Xiamen suits to conduct all kinds of ecologicalactivities. The second category is to make two great brands of marine ecologicalcapital and marine cultural capital. Xiamen, the coastal city, is able to protect naturalresources， carry forward cultural inheritance and modern marine industrialdevelopment by mobilizing power and resources from all walks of life. It also shapesits beauty for rich marine culture. The third category concerns the scientific plan for“the century-old building of Marine Eco-culture”, which constitutes long-termpurpose of Xiamen and facilitates the cultural inheritance of marine ecology.
