A Research On Efficiency Of Coal Mine Labor Safety Regulation In China

Coal is the basic energy and key material for China, it is of strategic importance inthe development of national economy. In terms of the energy resource structure, coalaccounts for70%of the production and consumption of disposable energy, and it isexpected to make up over50%in2050. Therefore, coal will still be the basic energy inChina for a long time, the energy structure highly dependent on coal is very difficult tobe changed in the foreseeable future. With the rapid development of economy, somehidden issues have come out gradually in coal industry. With the increase of coal miningamount, serious accidents of coal enterprises frequently happened in recent years. In2007, China’s coal mine accidents killed up to3786people. It’s the80%of the similaraccident in the whole world. In2008, China’s coal mine accidents killed up to3098people, among them serious accidents is19, causing the death of334people. In2009,China’s coal mine accidents is1616, the death reached2404people. In2010, China’s coalmine accidents is1403, the death reached2427people, among them especially bigaccident is9, resulted in the death of162. In2011, China’s coal mine accidents is1201,the death reached1973people. From these terrible data, although Chinese governmentissued a series of laws, regulations and other rules in order to solve the labor safetyproblem in coal industry through social regulations, the coal accidents didn’t becontrolled effectively; the China labor safety regulations are not effective.How to improve the performance of labor safety regulation has been a difficultproblem affecting the development of coal industry, based on this issue, we summarizethe research methods and outcomes of the performance of labor safety regulation inChina and abroad, elaborate the development history and the theory of evaluating theperformance of labor safety regulation in China coal industry, empirically analyze theimpacts of labor safety regulation, build the Time Series Model in order to investigate themain factors influencing the performance of labor safety regulation and the degree of theinfluence, then based on the results of model we deeply explore the cause of low-levellabor safety in China, in the last propose the advice for the improvement of labor safetyregulation and performance in coal industry.
