Research On The System Of Appraisal Target And Evaluation Method For Ship Transportation Industry’s Energy Saving And Emission Reduction

In recent decades, the emission of CO2has increased continually with the development of transportation. The greenhouse effect has become more and more serious. It is not only leads to a series of environmental problems, but also hurts people’s physical and mental health, even threat the whole ecological system seriously. Ship transportation, which is considered to be the cleanest, most environ mentally friendly transportation tool, is also letting out greenhouse gases such as CO2. So, the energy saving and emission reduction of the ship transportation enterprises has important influence to the whole society and environment. However there is relatively few study on energy-saving technology in ship transport. And our country does not have a perfect, scientific and operable evaluation index system and a evaluation method which can evaluate the efficiency of the energy saving and emission reduction of the ship transportation enterprises accurately. Consequently, build a comprehensive, scientific, objective and operable index system and choose a scientific and convenient evaluation method which can response to the situation of energy saving and emission reduction of relevant enterprises have practical significance in the whole ship transportation.This article studied relevant documents about energy saving and emission reduction which are existed at home and abroad already. We analyzed related index system and evaluation methods, determined the evaluation target, built a evaluation index system preliminary, and chose a scientific and objective evaluation method according to the evaluation purpose. In the view of the actual situation, we corrected and improved the index system through investigating relevant enterprises using methods which are scientific and objective repeatedly. We established a perfect evaluation method system in the basis of scientific, operational principle. Then based on the simplicity and authenticity principle of the Comprehensive evaluation method,we also made the Delphi method, the improved analytic hierarchy process method and the fuzzy comprehensive evaluation method together to solve the deficiency of the simple evaluation method. Finally, the article makes evaluation of energy saving and emission reduction, taking Hangxun of Guangzhou as an example.This article select a theme about energy saving and emission reduction of ship transportation. The thoughts of building the evaluation index system and the choice of evaluation model not only lay a foundation for the promotion of technologies of energy saving and emission reduction, but also provide ideas on carrying out energy conservation and emission reduction work in the transportation enterprises.
