Study On Technology Selection And Promotion Of Model Of Small Towns And Villages Wastewater Treatment In Hubei Province

At present, lack of small wastewater treatment technical norms of small towns andvillages in China, the problem of municipal wastewater treatment is“Three high and onemore”, and the level of economic development in other provinces is too different to drawon.Therefore,according to the economic level, small towns and villages sewage treatmentstatus, explore the wastewater treatment technology and mode of small towns and villagesin Hubei Province. The main research contents and results are as follows:Investigate the overall economic profile and sewage processing status of villages andsmall towns in Hubei Province.Then, analyse the quality and quantity characteristics,process, funding, the existing problems of wastewater.Based on the economic and natural conditions, Integrated Biological Reactor(IBR),CASS, Improved Oxidation Ditch and A2/O are chosen as the suitable processes to treatsmall town wastewater.Choose the best treatment process when the scales of wastewatertreatment plants defined as0.25×10~4m~3/d,0.5×10~4m~3/d,1×104m3/d,2×10~4m~3/d by theanalytic hierarchy process. The results are as follows:(1) When the scale is above1×104m3/d, the best process is CASS.(2) When the scale is0.25×10~4m~3/d or0.5×10~4m~3/d,the best process is IBR.Based on the economic and natural conditions, Wetland, Garden ConstructedWetlands, Oxidation Pond, Anaerobic Pretreatment/Artificial Wetlands, Anaerobic Filter-Stabilization Pond-bio-floating Island treatment process are chosen as the suitableprocesses to treat village wastewater.These processes are evaluated comprehensively withtechnoeconomic comparative. The results are as follows: Courtyard Constructed Wetlandsfor the decentralization, Oxidation Pond (if there are waste ponds) and AnaerobicPretreatment/Artificial Wetlands for centralized processing.Analyse the mode of operation and promotionstrategies in small towns andvillages.Analysis of construction financing in small towns，results are as follows:the ThreeGorges reservoir area by the central finance appropriations and government bonds, theeconomy underdeveloped towns by loans from international financial, economicdevelopment or more developed regions by the form of BOT. Analysis of the operation mode of small towns,the results are as follows: BOT projects by BOT form, the rest by themanaged operations. Analysis of construction financing in villages,they come from thefinancial provision from central and Hubei provinces. Analysis of the operation mode,theresults as follows:counties (cities) make overall plan,the part of towns and villages for thepilot to achieve the effect of a point to promote surface model building. And it isrecommended to the provincial government makes preferential policies, improve the watercharge system, encourage the wastewater treatment industry to market to diversify itsinvestment and make operations and management market-oriented.
