The Research On Monitoring And Warming Of Chinese Marine Economy

China is a huge maritime nation, whose ocean area accounts for about1out of3of the land area. Its islands, with vast resources and important strategic position,seriously influence the security and the development of our nation. In1996, the grossocean production of China was285.5billion Yuan, and then it rocketed to3843.9billion in2010, with20.4%of average growth rate. The proportion between grossocean production and GDP rose from2.3%in2005to9.7%in2010. The added valueof Chinese marine industry was2237billion Yuan in2010, and the added value ofmarine relevant industry was1606.9billion Yuan. At the same time, the developmentof marine industry brought33.5million employment opportunities in China.Compared with last year, the employment rate rose2.4%. According to relevantstatistics, the development of Chinese marine economy has become an importantinfluence factor of Chinese economic growth. However, with the rapid economicdevelopment of coastal regions of China, it also comes up with many negative effectson the environment and resources. The regional marine environment deterioration hasbeen revealed in front of people. Therefore, under the effects of limited resources,environmental constraints, political factors, and economic development alike, how tofind the effective methods to avoid the negative threats and improve the developmentof Chinese marine economy is very important.With Chinese economic reform, its marine economy has always kept a rapid andstable development, gradually driving up the development of national economy.However, there are still some discordant factors that threaten our country’s marineeconomic security. According to the structure of Chinese marine economic security,we believe that the main threats always come from unstable internal structure ofmarine economy and the impact of external economic environment. We can get thecontent and innovation points as follow:Firstly, this paper systematically introduces the conceptions of security, nationalsecurity economic security and some other related theories. From the traditional tonon-traditional perspective, the paper analyzes the evolution of economic security,and summarizes the features of modern national economic security. At the same time, it also divides the Chinese marine economic security into different fields. In addition,the paper also distinguishes national economic security and modern economic security.We consider that modern economic security no longer belongs to the nationalperformance category. It only reveals the economy’s own situation.Secondly, this paper defines the connotation and extension of marine economicsecurity based on the theory of economic security and divides the marine economicsecurity into different fields and factors, which creates a pretext for the followingresearch.Thirdly, the essay builds a systematic and comprehensive indicator system ofmarine economy security at the foundation of the marine economic security theories.This index system covers the main fields of marine economic security, which cantotally reveal the situation of Chinese marine economy.Finally, on the base of the marine economic security index system founded bythis paper, using the warning method, we can forecast our country’s marine economicsecurity situation, and then according to the analysis results, we can put forward torelated suggestions to Chinese marine economic security.
