Recent years, as global temperatures rising, the series of natural negativereaction appeared. Then we should pay increasing attention to Greenhouse.And theemissions issues for carbon dioxide that is the global warming culprit have alsobeen various concerned and researched.China as a responsible big country, madeemission reduction commitments again and again in a series of internationalconferences, and put emission reduction standards in the country’s "the twelfthFive-Year Plan". Meanwhile, China as a major exporter in the world, a range ofscholars pointed out that there was close relationship between export and carbonemissions.Export tax rebate policy as a neutral tool for trade protection, has beenconcerned.The reform of export tax rebate rate, especially the structural adjustmentplayed an important impact on export trade. The global financial crisis happened in2008, export trade of our country in perpetuity, the role and influence that export taxrebates on export trade was still very prominent and important.This article focused on the relationship between the export tax rebate and carbonemissions, in order that it can play an appropriate role in the direction of export taxrebate adjustment. First of all author reviews and compares China’s export tax rebatepolicy, analyzes the status quo and the main features of China’s carbon emissions;On the basis of the basic situation,author further analyzes export tax rebates andexports, exports and carbon emissions, energy consumption and carbon emissions inthe theory of the mechanism; Author uses empirical data regression model to indicatethe relationship between export tax rebate and carbon emissions, The author primarilyuses the series data to analyze our country in the part of the empirical analysis, baseson from1990to2009, regression model is built with economic growth, fixed assetinvestment, population, industry and other basic variable, add export tax rebate;Secondly, regression model is built bases on industry sub-sectors (36sectors) from2004to2009panel data; Finally, author comparative analyzes the three major effectsthat export tax rebate on carbon emissions: scale, technological effect, structuraleffect bases on industry sub-sectors panel data.It is also the focus of this paper.In this paper, author combines theoretical and empirical analysis, analyzes theexport tax rebate on carbon emissions. Conclusion is: the improvement of export taxrebates promote carbon emissions.The proportion of Industrial sub-sectors data and national data is different。Finally, author points some advice on the basic of research.
