Wetland and forests, oceans are called three global ecosystem types. Located between terrestrial ecosystems and aquatic ecosystems, Wetland has both characteristics of the two ecosystems. Due to the unique position and characteristics of wetland, the wetland provide mankind with rich food, raw materials and water, it also play an important role in maintaining ecological balance, conserving biodiversity, drought pollution control, climate regulation, etc.Due to tremendous role of wetlands, people make great achievements in the exploitation and utilization of wetlands. with the continuous economic development and human activities intensifying, Many wetlands have been over-exploitation, or even destroyed, These problems not only affects the economic&social sustainable development, but also pose a threat to regional ecological security.There are expansive territory and abundant wetland resources in Shandong province. With the development of economy, the wetlands are also faced with varying degrees of threat. And with the quality of the wetland environment continue to drop, more and more people aware of how important the wetlands in people’s lives. Research and protection of wetlands became more and more important, the research of potential wetlands is particularly important.In this study, we analysis the causes and evolution of the wetlands by access relevant Information. We set water, land use, depression, river, elevation, slope, vegetation, soil as the impact factors which plays a decisive role in the formation, evolution of the wetlands. Potential wetlands model was finally created under these factors.We use remote sensing images which was Obtained by Landsat TM&Landsat ETM+, the DEM datasat which is issued from the national oceanic and atmospheric administration (NOAA) national geographic data center (NGDC), Chinese vegetation type figure and shandong soil type figure as data sources. Using RS and GIS technology, we get the potential wetlands distribution images of Shandong Province. According to statistical analysis, we can consider that the suitability>=0.65area demonstrate the area of present wetland was consistent with the result of remote sensing interpretation. We consider the suitability>=0.60area, can be used as potential wetland. According to statistics, the area of potential wetland is11944.97km2, compare the area of existing wetland9076.47km2, now increased2868.50km2, the growth rate of31.60%. In the process of the wetland restoration and reconstruction, based on the theory of potential wetland, keep the area’s unique natural ecological system and approache to the natural landscape, maintain the balance of different species and the population coordination of the internal system, try to construct different types of auxiliary facilities on the basis of not destroy natural habitat of wetland, combine ecological protection, ecological tourism with ecological environment education function organically, achieve the aim of natural resources reasonable development and the improvement of the ecological environment, and realize the object of harmonious coexistence of human and nature finally...
