| Pollutant emission standard is an important part of national environment standard system, is important foundation on which the environment management department at each levels base to exercise environment management permission according to the law, is "the digital law". The south-to-north water transfer east route project is an extra large infrastructure project which aims to solve the severe water shortage problem of northern China. Along sout-to-north water transfer, Shandong Province, the area is an important part of south-to-north water transfer project, the area is at high speed of economic development while its economic foundation is relatively weak, pure valley pollution control manner can not achieve the water quality security object fundamentally, according to the small valley comprehensive control manner of "controling, using and protecting at same time", combined with comprehensive emission control strategy of preventing and controling comprehensively, Shandong province promulgated <Shandong water pollutant emission standard along south-to-north water transfer valley>(DB37/599-2006).The running situation of emission standard is ont only the focus of acdemia, but also the focus of government at each level as well as the people. By analysing <Shandong water pollutant emission standard along south-to-north water transfer valley>(DB37/599-2006) conprehensively, this thesis researches the supporting strategy and manners and operation situation of Shandong Province and cities along water transfer like Jining City and Zaozhuang City during the process of new sewage standard operation, researches the related operation strategy which cities along water transfer like Jining City and Zaozhuang City make to achieve the new sewage standard goals, as well as the specific manners and strategy and the operation situation of each emission industry, monitores and evaluates the water quality and total emission amount of cities along water transfer change of21monitor sections in the south of Yellow River, Shandong Province before and after the new sewage standard operation. Through research and analysis, we can conclude the conclusion as:(1) Compare to national standard, the new sewage standard sets the emission standard of COD and NH3-N as60mg/1and10mg/1, which makes the new sewage standard more feasible with better control effect. The reelated supporting strategy of Shandong Province and cities along water transfer makes powerful guarantee to new sewage standard’s successful operation.(2) In east route, Shandong Province, the total emission amount reduce is obvious after the new sewage standard operation, the operation of new sewage standard promotes the emission amount of COD and NH3-N reduce obviously, the annual reduce emission amount of the two reach123.4thousand and20.3thousand tons, with the reduce rate of58.1%and73.1%respectively; the achieve-standard emission situation of key emission industryies is highly improved in valley of Jining City and Nansi Lake, the emission amount of COD reduce by56.7%and52.5%respectively, while the emission amount of NH3-N reduce by97.1%and86.6%. Therefore, the operation of new sewage standard benefits the sustainablle water quality improvement of east route, Shandong Province.(3) The operation of new sewage standard improves the industry structure optimization along east route of water transfer, Shandong Province, which reduces the proportion growth of heavy-polluted industies in gross output value of industry, makes proportion growth of coal mining and washing industry reduce to10.06%from21.08%, while the proportion growth of ferrous metel smelting and rolling processing industry reduce to3.94%from9.98%. At the same time, GDP keeps growing every year with growth rate of19.1%, gross output value of second industry keep growing with growth rate of23.16%. Obviously, the new sewage standard does not affect the steady development of economic and society along water transfer. |
