Research Of The Innovative Mode Of China’s Voluntary Carbon Emission Reduction

To cope with the climate changes and curb greenhouse gas emissions, the international community has put forward various policy instruments and cooperative mechanism to motivate the greenhouse gas emissions cuts, and the market mechanism is of prime importance throughout the process. In many economic policies to promote the emission reduction of greenhouse gases, carbon reduction trading mechanism is widely used in the European Union and the United States due to its high flexibility and remarkable economic stimulation, etc. And after it was introduced, its application scope immediately presents a rapid developmental trend. It is believed that in the next processes of dealing with the global climate change, carbon reduction trading mechanism will be one of the important policies to implement the target of carbon emissions’ control.This paper focus on the topic of Voluntary Carbon Emission Reductions (VCER), aiming at solving the problems about VCER existed in our country, and taking the innovation mode steps for VCER in China as the first goal. Explore on how to provide scientific and technological service and support for the construction of the VCER mode and how to improve our country’s carbon trading system, has become the focus of this paper’s research content, specific include the following points:The first part of this paper introduces the subject’s source and meaning, on the basis of the definition between mandatory cuts and VCER, analyst the current research status of carbon emissions at home and abroad, furthermore, the contents and the methods of its research and innovation points are discussed in this paper.The second part provides the relevant basis for the construction of VCER mode in our country by introducing the correlation theory of VCER.The third part correlationally analyst the developmental mode between mandatory cuts and VCER. Firstly, analyst the current situation of carbon emission reduction mode abroad on the basis of the definition between mandatory cuts and VCER, and then analyst the current situation of the domestic carbon emission reduction in detail, and a comparative analysis of the two carbon emission reduction mode in the end.The fourth part of firstly analyst correlational factor of VCER mode in our country, specific to VCER, using the known information to explore and create new knowledge, and puts forward a more suitable feasibility report for China’s current VCER. Through the investigation, analysis and demonstration, carried on an overall design of VCER innovation model and operational mechanismThe fifth part combined with Tianjin Climate Exchange, carried on the implementation analysis related to the innovation model which was put forward in this paper.Researches on VCER in domestic is relatively less. But this paper’s mainly innovation embodies in the organic combination of the use of trading theory, price theory and environmental externality theory to study the VCER, so as to establish the innovative mode of VCER and regard Tianjin Climate Exchange as an implementation analysis.
