Along with the development of the petroleum industry, the development situation of oil reservoir is more and more severe in our country. On the one hand, the majority of oilfield which already have been late in development and new exploration blocks which is in special environment, such as marine, shallow sea, desert and so on greatly increase the difficulty and cost of exploration and development. On the other hand, In order to realize the stable production, the old oilfields face with the development question of difficult exploiting reserves, such as edge reservoirs, independent and small reservoirs, complex fault block reservoirs, ultra-thin reservoirs and so on. In order to save the cost of development and increase oil production, the oilfields which are limited by geographic location or late in development need be developed. The situation requirement of exploration and development pushes the evolution and development of well type. The complex structure wells, such as highly-displacement wells, horizontal wells with ultra-thin oil layers, many-branched wells and so on, have larger and larger proportion in oil exploration and development. In these complex structure wells, because the traditional drilling technology already cannot meet the requirements, the steering drilling technology appears. And along with increasing of complex structure wells, the role of steering drilling technology is more and more obvious.Steering drilling technology which is developed abroad in1990s is a bran-new most advanced automatic drilling technology, and is the highest development stage of drilling technology in the current world. It represents the direction of the current high precision directional drilling technology, and is a qualitative leap of drilling technology. Steering drilling technology with the advanced technology of measuring with drilling and downhole controlling technology, through two-way communication mode, while the downhole measured information is real-time feedback, still can realize downhole automatic adjustment of deflecting ability of the tools, and realize the continuous automatic (closed-loop) controlling of wellbore track, so that greatly improve implementation capacity of complex borehole trajectory as well as drilling efficiency and development benefits. When drilling with steering drilling technology, it can realize3d borehole trajectory controlling with not frequently tripping, having high automation, and has more smooth borehole trajectory, reducing the risk of stuck drill, having greater extending distance. Steering drilling technology has an important significance to ensure quality of the wellbore track, improve drilling speed and efficiency and meet the demand of complex structure wells. There has been a lot of companies developing their own steering drilling system and having developed many steering drilling tools. Currently, the steering drilling tools having been developed and applied according to the working way may be divided into three classes:static push-the-bit, dynamic push-the-bit and static point-the-bit.While the development of high deflecting tools with point-the-bit has become the key to improve steering drilling technology, and is also the development direction of high-precision steering drilling technology with downhole closed loop in the future. But our country hasn’t launched related research work of high deflecting tools with point-the-bit. Nowadays, steering drilling technology will be still in rapidly developing stage. The international competition is so fierce that in the next several years, the technology will be still monopolized by foreign large companies. In order to break the monopoly and blockade of foreign technology, it is necessary to research deeply for high deflecting tools with point-the-bit having developing advantages. There is an important meaning to rapidly shrink the gap with international level in this field and improve the researching level of high-precision steering drilling technology in China that high deflecting tools with point-the-bit having independent intellectual property in our country are researched. There is the important practical significance to exploit the oilfields late in development, offshore hydrocarbon resources and complex geological hydrocarbon resources. And it can significantly raise exploration ability of deep hydrocarbon resources, break through the bottleneck of key drilling technical about oil, enhance the ability of independent innovation in oil drilling field, improve supply capacity of oil, guaranteeing economic sustainable development in China.In view of the exploration and development situation of present reservoir, this paper launches related research. On the basis of consulting a large number of literature materials about the domestic and foreign relevant technical, mastering the defects and difficulties of this technology at present, investigating the development situation of the large-scale oil&gas fields at home and abroad, in view of the special environment of exploration and development in our country’s reservoirs, high deflecting tools with point-the-bit have been deeply studied. This paper firstly analyzed the overall plan of the point-the-bit high deflecting tool, presented controlling method of the tool, and designed the overall structure of it. By comparing the functions, conditions of service, the states of motion of the various types of stabilizers, anti-rotation device type of the high deflecting tool was selected. Structure design of the anti-rotation device was done, key components were studied. Finally, analyzed downhole forces of the anti-rotation device, established static model and equation, verified the reliability of the device through the finite element analysis of the wheel, and the anti-rotation device were animated simulation.
