Study On Protection And Practice Of Water Resource In Dalian

Safety of drinking water is crucial to the health, stability and development of a community, especially to a city where living relies on the sustainable work of the water supply system. Dalian, a city boasting of no rich resources of fresh water, had always been afflicted by the shortage of drinking water. The situation has been increasingly graver with the growing demand of water caused by the quick development and the inveterate deficiency in the municipal water management.The present paper first provides an introduction to such basic theories that are involved in the protection and management of water source as the working of ecological system, the relationship between environment and resource economics, and the coordinated development of man and his environment. With a sufficient theoretical perspective, the present author goes on to estimate the pollution level of the water source in Dalian by an examination of the developmental stage of the city’s water source and a multi-angled and in-depth analysis of the pollution there. It is then followed by an evaluation of the protection work of the city, in which problems and defects are presented.The major part of the paper is to put forward a planning for a comprehensive water source protection system in Dalian. The plan includes a legalization of water protection and management, the establishment of ecological compensation system to ensure the sustainability of water supply, the putting up of a water market that can ensure a fair and efficient water distribution and allocation where price is the controlling leverage. The plan further suggests a reasonable policy for the elimination of the pollution source and the effective usage of land resource to reduce the production and the release of pollution material and promote the conversation of water resource. It also appeals to a public participation in water protection. It puts forward the idea the interested parties in the water management should all participate in the whole process of the management, in which the separation of powers of management, transportation and decision making, as well as the cooperation and mutual constraints between the parties are the key issues. The creativeness of the plan is the introduction of modern information technology into the information management of the water source to ensure the openness of the information, promote the information flow along all the departments. Last but not least, an emergence system should also be built up to enhance the security of water supply. The plan put forward in the present paper for the construction of the water source protection and management for Dalian, especially its introduction of the modern information technology into the management, can have some suggestive significance in the extensive work of the water source protection on a national level.
