In this paper, a new method to synthesis doped-TiO2 method in an atmospheric pressure was introduced, the method solved the disadvantage of the calcination or high-pressure conditions in other methods on the preparation of TiO2, The crystalline, morphology, thermal stability properties were characterized by XRD、XPS、SEM and so on, optical absorption and dlectrical properties were discussed also.For the synthesis doped-TiO2 particles, titanium tetrachloride was used as the raw materials, titanium dioxide particles were prepared in ionic liquids with ethylene glycol system results as comparation experimental. The results show that Nb doped-TiO2 are in good crystallization and good dispersivity, niobium ions inserted into TiO2 lattice, acetic acid avoided the reunion of the product; the TiO2 was good at photocatalytic activity than P-25, more than 90% methyl orange was degraded; the dielectric was increased after doping, when the doping amount 5mol%(molar ratio) reached the maximum(2.77 times); the doping amount 2mol% reach the lowest voltage sensitive (E10mA=17V·mm-1).In order to study the influence of solvents, two mixed solutions with different ratio of ionic liquid and ethylene glycol were used for the preparation of anatase TiO2 particles. The ionic liquids added in the ethylene glycol can promote the crystallization and grain growing of the products indicating the ionic liquids can promote the nucleation.
