Once the liquid hydrocarbon leaks from the spherical tank, it can easily cause serious fire and explosion accidents. In order to learn from Lanzhou Petrochemical "1.7" explosive fire’s lessons to prevent similar incidents from happening again, so assess the security status of the second storage and transport department’s liquid hydrocarbon storage tank area is necessary and urgent.By the the system safety analysis and evaluation’s methods, the paper analyses all kinds of dangerous harmful elements of the liquid hydrocarbon tank area. According to the relevant standards, the paper prepares the checklists, compares to the checklists, and checks out the actual existence of insufficient or can be improved of the liquid hydrocarbon tank area. The paper uses the Dow Chemical fire, explosion index evaluation method for quantitative evaluation, and quantitative analyzes the actual potential fire and explosion risk of the liquid hydrocarbon tank area. The ALOHA sofeware can be applicated to analyze fire and explosion accidents influence region and severity caused by liquid hydrocarbon leaks in certain conditions. In addition, although domino effect of accidents is a low probability event, but the impact is wide-range, the result is devastating, and applicate domino effect on the risk assessment of the liquid hydrocarbon tank area.The paper gives advices and rectifications to the more significant hazards or insufficient to improve the essential safety level of the liquid hydrocarbon tank area’s facilities, equipments, and the level of safety management, to realize the production safety of the enterprise. Implementing the HSE observation creates a atmosphere of full attention security, equality, mutual remind communication; on the other hand, analyzing and timely rectificating the problems found by observing reduces the unsafe acts and the unsafe states.
