Wetlands are widly distributed around the world.Wetland has important ecological, economic and social benefits.It is valuable resources that the mankind has praised as the kidney of the earth, cradle of the life.Wetland paly an important role in maintaining regional ecological balance and protecting biological diversity.The international legal documents such as“Convention on International Trade in Endangered Species of Wild Fauna and Flora”,”Convention on Biological Diversity”,”Cartagena Protocol Biological Safety”,especially”The Convention on the Wetland of International Importance especially as Waterfowl Habitat”,embody the international concerns about biodiversity. Although no relevant provisions in the laws of our country, The Chinese government has for a long time made unremitting efforts for wetland biodiversity conservation, conscientiously honors the Ramsar convention.The construction of wetland natural reserves will be emphasized and more attention will be paid to the protection of wetland biological diversity,wetland natural ecosystems,wild animals and plants and gene resources. The Chinese government has formulating the China Program for Nature Conservation and China’s Action Plan for the Conservation of Biodiversity, containing the policy, strategy and key fields and priority projects for biodiversity conservation.The biological diversity is foundation of existence and development for human socity.Wetland is the biodiversity richest ecosystem in the world.However, As a result of people’s pursuing economic interests, they caused shrinking wetlands, reducing biodiversity, Habitatdestruction, environmental degradation. With people’s emphasizing on wetlands , the voice of asking for the protection of wetland biodiversity is getting higher and higher. Wetland as precious and important natural ecological system, is an integral part of the construction of ecological civilization. Wetland ecosystem degradation and lost, would damage the local community and personal health and well-being, and hinder economic growth around the world. No healthy wetlands have no health of mankind. The construction of health wetland ecosystem, protect wetland biodiversity, is the humanity obligatory responsibility.
