Pollution reduction is the CPC Central Committee and State Council attach greatimportance to a major environmental protection strategy, is suggested and implementedin the plight of the environment and resources have become increasingly prominent.Since the "Eleventh Five-Year ", all levels governments attach great importance andincrease efforts the pollution reduction to achieve certain results. Enter the “TwelfthFive-Year”, the pollution reduction index increases, the expansion of the fields, and thework in depth, making the pollution reduction task more difficult, more pressure than“Eleventh Five-Year”.In this paper have intensive study in the pollution reduction. Take Yulin energychemical industry base for example, briefly summing up the completion of Yulin regionpollution reduction in "Eleventh Five-Year ", meanwhile contrast the goal of " TwelfthFive-Year "total control,COD is9800t/a, NH3-Nis141t/a,SO2is94200t/a,NOxis100300t/a,also is then take the BCG Experience Curve to predict Yulin“Twelfth Five-Year” pollutant emissions in different GDP growth. When the growth ofGDP is14%, forecast theSO2emissions is277000tons, theNOxemissions is206900tons, the COD emissions is51100tons, the NH3-Nemissions is9430.5tons.When the growth of GDP is10%, forecast theSO2emissions is260800tons, theNOxemissions is181300tons, the COD emissions is49500tons, the NH3-Nemissions is8336.07tons. When the growth of GDP is7%,forecast theSO2emissionsis248800tons, theNOxemissions is162150tons, the COD emissions is48300tons,the NH3-Nemissions is7515.25tons. At the same time, use the model of the environment capacity to calculated the goal of the “Twelfth Five-Year” major pollutantsin Yulin city. The amount of COD is9353.53t/a, NH3-Nis408.08t/a,SO2is280900t/a,NOxis368550t/a, the capacity index are greater than the goal of totalcontrol targets(expect COD). The analysis reveals that the serious shortage of waterenvironmental carrying capacity in Yulin city, to achieve the water pollution totaldischarge control targets is more difficult than the realization of the goals of airpollutant emission control. Select the pillar industry in Yulin city to analysis theindustry metabolism and clean production, then come to the conclusion is Yulinindustry are in high energy consumption level and pollutant emissions. Meanwhilecalculated by improving the level and reduce the cleaner production of pollutants, thecomputation result shows that improve the clean production and the equipment levelcan’t solve all the problems of pollution reduction, therefore must be joined threereduction methods, and adjust the structure of the industry to ensure the achieve the goalof the pollution reduction. When GDP growth was7%, the big three reduction methodand improve the cleaner production level to2the amount of cuts forSO2is102000t,accounting for65.98%of the need to cut the amounts; and the amount of cuts forNOxis54400t, accounting for87.95%of the need to cut the amounts; The big threereduction method and improve the cleaner production level to1the amount of cuts forSO2is103800t, accounting for67.14%of the need to cut the amount of cuts; and theamounts forNOxis57800t, accounting for93.45%of the need to cut the amounts.Finally through the analysis to find out the suitable pollution reduction pathway inYulin region, which is rely on scientific and technological support system and threereduction method, restricted the second industry development speed and scale,promoting industrial equipment level, and take the road of scientific and technologicalreduction,to speed up the drinking and saving water construction of projects,fundamentally relieve contradiction between supply and demand of the water.
