Constructed wetland technology is developing rapidly in recent years, the biological-ecological pollution control technology, Can handle a variety of industrial wastewater, including chemical, petrochemical, pulp, textile printing and dyeing, Smelting and other heavy metal waste water, and then promote the application of stormwater treatment. Increase of this technology has become an effective method of water quality. Domestic and international research and practice show that the cultivation of artificial wetlands to purify wastewater, construction and operation of low cost and easy to maintain. In China, on the one hand the increasing volume of wastewater discharge, water pollution problems have become more serious, the other major urban sewage treatment in China using the traditional activated sludge secondary treatment process, the project investment high, energy consumption, high operation and management requirements, for the limited financial resources, weak technical force small and medium cities and towns, unable to come up with too much money for the sewage treatment plant construction and operation. The constructed wetland system is the simulation of the wetland ecological system in a country still under study, application and development of new sewage treatment technology, due to its high efficiency, low investment, low running costs, low maintenance technology, capacity flexible, low power consumption, and good treatment effect, very suitable for China’s national conditions, especially in the rural areas, small wastewater treatment in urban areas.The subject of artificial wetland technology Panjin Liaohe environmental governance section of the feasibility of soil and water analysis. This paper investigated the Liaohe River downstream of key soil and water conditions of paragraph Panjin Liaohe sources of pollutants and contaminants of drinking water security, human health, ecological environment, water resources, and many other aspects of the harm, by Liaohe River downstream focus was on the ground sampling, testing, the soil along the river basin, stratigraphic investigations, so as to artificial wetland treatment of sewage in the basin to provide a reliable technical basis, and for the development of Panjin Liaohe River water pollution control section of the objectives and control measures provide a reliable theoretical basis.The research results show that the constructed wetland technology for soil and water environmental governance section of Panjin Liaohe is feasible and can effectively remove the organic matter in sewage, suspended solids, nitrogen, phosphorus and heavy metals, and produce good economic and environmental benefits and social benefits...
