Geographic Information System (GIS) has been widely used in every field because of it’s strong analysis function. Flood Submerging Calculating System is applied system based on GIS. In recent years, Combination of GIS technology and the hydrodynamic model, based on digital elevation model (DEM) to predict, simulation and shows the scope of flood, calculate the submerged depth is in the front of water application research field. This paper describes the causes of floods and the importance of flood research and to discuss the analysis method and process based on DEM. Two different cases so-called“non-source flood”and“source flood”exist when determining flood area based on DEM and under the given water level condition. The accuracy of calculation methods and prediction depends largely on the accuracy of DEM spatial data and socio-economic information. The speed of seed spread algorithm and computation stacking determines the model efficiency. By calculating the area flooded, submerged water depth and flooded dynamic process simulation. It can provide accurate information for the water section and government departments. effective in reducing losses caused by disasters. The prominence of this paper lies in:(1) The importance of studying flood disaster is given, current situation of study on flood disaster and the significance of flood risk studying by use of GIS technology;(2) Introduce the concept of GIS, describe the spatial analysis function of GIS and ArcGIS Objects technology; detailed information on the concept of DEM, classification, methods of DEM and the role of DEM while building a flood analysis;(3) Describe the role of flood analysis and classification methods; introduce two different cases so-called“non-source flood”and“source flood”analysis methods and their Concepts and algorithms;(4) To introduce general design, key technology and function design in detail, in order to build up firm foundation on succeed running of system;(5) Introduce the implementation of flood submerging process based on DEM to build flood Calculation and analysis system by ArcGIS Objects technology. Achieving the connectivity of submerging and calculating using the square grid analysis method;(6) Analysis the basic principles of seed spread algorithm and its function.
