Earthquake is a serious threat to people’s lives and property, while China is one ofthe countries those are most affected by the world’s most intense seismic activity andearthquake damage. Seismic activity happens very frequently in recent decades. InMay12,2008, Sichuan Yingxiuwan town suffered MS8.0earthquake, lead LongmenShan meizoseismal area to becoming the key areas of concern to all parties. In theprocess of earthquake disaster prevention and mitigation, earthquake risk assessment isextremely important in many countries to carry out research of the earthquake disasterrisk assessment and mitigation of seismic vulnerability. At this stage, according to theearthquake risk analysis model to evaluate an area of seismic risk and the possibility ofdifferent intensity earthquake risk areas suffered assess the possible consequences ofgreat value and practical significance. Establishment based on the WebGIS seismic riskassessment platform, seismic risk assessment model combined with GIS,is a measureof the extent of the disaster risk, developing appropriate measures to reduce disasterlosses and providing a scientific basis and decision support.This paper selects the Longmen Shan fault zone and six other counties (cities) bythe earthquake affected more strongly as the objects of study, the integrated use ofgeographic information system technology, seismic hazard analysis theory, seismicfragility analysis theory and seismic risk analysis theory study earthquake riskassessment platform for the establishment of decision-making, risk zoning map,vulnerability zoning map and risk level diagram is generated, while establishing aseismic risk management and decision-making system, and provide a scientific basisfor the study area, the construction of disaster prevention and shock absorption. Themain work and results of the study are as follows:(1)Based on the basis of previous studies of seismic risk analysis theory, theestablishment of the earthquake disaster risk assessment model for space operations,including risk analysis model, the fragility analysis model, risk analysis model and risk management model.(2) Collecting and processing the model computing needs of spatial data(geological structure, etc.) and attribute data (historical earthquake data, etc.), theestablishment of a geographic database, achieves a unified management and calls onthe spatial data and attribute data.(3) To use of MapGIS and Silverlight to development decision-makingassessment of the Longmen Shan meizoseismal area seismic risk assessment, based onthe requirements of the model, the establishment of a risk analysis module,vulnerability analysis module, risk analysis and management module, designed fromdata import, analysis operation, the result generation and viewing platform processes toverify the accuracy and usefulness of the platform analysis, real-time simulation of theearthquake, conducted a systematic review of the study area such as the recurrence of acertain magnitude earthquake may cause loss. Seismic risk value is divided intodifferent warning levels, and discusses earthquake risk management anddecision-making platform, and studies the different level of risk in the study area toformulate corresponding damping disaster prevention planning and plan and carry outseismic mitigation infrastructure. The results show that the establishment of thedecision-making platform based on seismic risk analysis theory has a certain practicalsignificance to improve the seismic risk management system and seismic mitigationguidance.
