Previous the study of technology philosophy paid more attentions to the meanings and problems of the’creation’rather than the’dismantlement’. The’dismantlement’has been concerned since the scrapping of the accident unit aroused after Japan’s Fukushima nuclear leaking. From the construction’s demolition, the machines’scrapping to the decomposition of the plastic products and batteries, or from the waste water, waste gas and solid waste on the earth to the space junk, all things are related to "dismantlement". The "dismantlement" needs wisdom as well as the "creation". Therefore, it is necessary to study the "creation" and "dismantlement" from the view of philosophy of technology.Firstly, this paper gave the semantic parsing for the "creation" and "dismantlement" associated with a variety of engineering and technical activities which achieve their objects by technical means. The obvious difference between these two definitions is in their purposes. The "creation" purpose is to form the structure and function of the artifacts, in the meanwhile, the "dismantlement" purpose is to eliminate the structure and function of the scrapped artifacts. After the clear and complete understanding of the "creation" and "dismantlement" from the view of the philosophy of technology, this paper discussed the dialectical unification relations of these two, which are interdependent, interaction, mutual restraint. The mutual relations can be reflected by the truth that the "creation" is the premise of "dismantlement" while "dismantlement" is the inevitable result of "dismantlement"The artifacts have lifetime and the "dismantlement" has the necessity at well. It will bring serious troubles when the "dismantlement" and "creation" disconnected.. By analyzing the "creation" and "dismantlement" in different historical periods, especially the analysis of the characteristics and status during the postindustrial civilization period, this paper showed us the exact disjointed phenomenon, that human beings caught in the plight of the "dismantlement" and more difficulties to "create" and "dismantle" with more complex and better developed the technology is. However, humans just began waking up, recognizing the close relation with ourselves, and trying to find ways to get out of the dilemma of "dismantlement".This paper proposed an overall design for the "creation" and "dismantlement" so to find out the method to solve the disjointed phenomenon from the methodological perspective and the technical design level. The overall contains different angles:from the process view, the whole design should include obtaining the materials from earth, the manufacturing the artifacts, the distribution to consumers, the scrapping of the artifacts, and the technical artifacts’recycling and reusing; from the facts view, the entire technical design should give full consideration to the various facts such as the environment, resources, ecology, science, technology, economics, social etc.. Therefore, the design ideas for the "creation" and "dismantlement" can be further subdivided into the "whole life" and the "whole facts" design concepts.Then, this paper raised the measures from the technical education and technical management level which includes from the combination of the technological knowledge and humanistic knowledge, the connection of constructing and deconstructing of knowledge, and the correlation of the technical education and ethics education. Currently, the "creation" has formed an industrial chain, the "dismantlement"’should build an industrial chain in the meanwhile. These two industrial chains should be assembled together, so to realize a new kind of technology management, industrial technology management mode, which can manage the "creation" and "dismantlement" uniformly.
